The state provided $1.5 million in Illinois FIRST funds for water storage tanks for the site, $495,000 for road improvements and $600,000 in Industrial Training Program funds. It also gave Wal-Mart EDGE tax credits, the value of which we estimate at $4.7 million. The facility is in an enterprise zone and thus has a 10-year exemption on property taxes, the value of which was unavailable.
