Narrative
The city used a transportation development district to provide $2 million in road improvements to two developments: a Wal-Mart discount store developed by THF Realty and a grocery store. The city also issued $13 million in bonds to improve a road and overpass near the development. We assume half the amount of the infrastructure improvements, or $7.5 million, benefited each anchor store.
